fix: add pnpm-workspace.yaml and lockfile for CI cache
CI / Build & Test (push) Has been cancelled
pnpm-workspace.yaml anchors the package root so pnpm generates
pnpm-lock.yaml here; required by setup-node's pnpm cache action.
